The
Billerica Plan is a non-profit partnership between businesses,
government,and the community of Billerica, Massachusettes.Beginning
as a cooperative effort by a group of local business people
in 1987, it was created for the express purpose
of improving the image and the general quality of life
in their community. The first projects undertaken by The
Billerica Plan included educational scholarships, the
protection of water and land, the creation of public areas,
traffic safety, and attracting new business to Billerica.
